(Council of Heads of Government - CHG)
Diplomacy & IR: Rajnath Singh to Represent India at 25th SCO Heads of Government Meeting in Tajikistan
19 Oct 2026
Defence Minister Rajnath Singh is set to represent India at the 25th SCO Council of Heads of Government meeting in Dushanbe, Tajikistan. The two-day summit will focus on trade, connectivity, and India's contributions to Digital Public Infrastructure (DPI) and innovation.
Defence Minister Rajnath Singh has embarked on a visit to Dushanbe, Tajikistan, to formally represent India at the 25th Meeting of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organisation (SCO). This crucial two-day meeting will assess the organization's ongoing cooperation initiatives and chart the future course for regional multilateralism.
- Core Focus Areas: The multilateral talks will heavily focus on strengthening regional cooperation among member states, particularly prioritizing trade, economy, investment, regional connectivity, and cultural-humanitarian exchanges.
- Institutional & Financial Review: The Council will review the progress of ongoing cooperation initiatives and make critical decisions regarding the SCO’s internal financial mechanisms and broader institutional functioning.
- India's Proactive Contributions: During the summit, India will highlight its continued contributions to regional cooperation, specifically showcasing its successful models in start-ups and innovation, as well as the global rollout of its Digital Public Infrastructure (DPI).
- Advancing Practical Cooperation: The platform will allow New Delhi to exchange views with Central Asian nations and other SCO members to advance mutually beneficial, practical cooperation, bypassing geopolitical friction points.
For UPSC aspirants, India’s participation in the SCO CHG is a prime example of its "multi-aligned" foreign policy. While the SCO Council of Heads of State focuses on supreme political and security decisions, the Council of Heads of Government (CHG) primarily drives the organization's economic and trade agenda. By leveraging this platform, India aims to deepen its engagement with resource-rich Central Asia (under the Connect Central Asia policy), promote its DPI models, and strategically balance the overarching Sino-Russian influence within the Eurasian landmass.
