नई दिल्ली में आयोजित पहली बिम्सटेक गृह मंत्रियों की बैठक 'दिल्ली घोषणापत्र' को अपनाने के साथ संपन्न हुई। सदस्य देशों ने सीमा पार आतंकवाद की कड़ी निंदा की और अंतरराष्ट्रीय अपराधों से निपटने के लिए एक व्यापक रणनीति की रूपरेखा तैयार की।
नई दिल्ली में पहली बिम्सटेक (BIMSTEC) गृह मंत्रियों की बैठक सफलतापूर्वक संपन्न हुई, जिसमें सर्वसम्मति से 'दिल्ली घोषणापत्र' (Delhi Declaration) को अपनाया गया। क्षेत्रीय सुरक्षा के प्रति अपनी प्रतिबद्धता को मजबूत करते हुए, बिम्सटेक देशों ने आतंकवाद और अंतरराष्ट्रीय संगठित अपराधों (transnational organized crimes) के उन्मूलन को प्राथमिकता दी।
- आतंकवाद पर जीरो टॉलरेंस: सदस्य देशों ने अपने सभी रूपों में आतंकवाद और हिंसक उग्रवाद की कड़ी निंदा की, और स्पष्ट रूप से 'सीमा पार आतंकवाद' (cross-border terrorism) को लक्षित किया। उन्होंने संयुक्त राष्ट्र चार्टर और अंतरराष्ट्रीय कानून के अनुसार इन खतरों को खत्म करने के अपने दृढ़ संकल्प को दोहराया।
- अंतरराष्ट्रीय अपराधों पर कार्ययोजना: घोषणापत्र में मानव तस्करी, मादक दवाओं (Narcotic Drugs), और मनी लॉन्ड्रिंग विरोधी कार्ययोजनाओं को प्रभावी ढंग से लागू करने का जनादेश दिया गया। साथ ही, कट्टरपंथ और आतंकवाद का मुकाबला करने के लिए रणनीतियों को जल्द अंतिम रूप देने पर जोर दिया गया।
- पारस्परिक कानूनी सहायता: आपराधिक मामलों में पारस्परिक कानूनी सहायता पर बिम्सटेक कन्वेंशन (BIMSTEC Convention on Mutual Legal Assistance) को प्रभावी ढंग से लागू करने का कड़ा आह्वान किया गया। यह ऐतिहासिक समझौता मार्च 2022 में कोलंबो में 5वें बिम्सटेक शिखर सम्मेलन में हस्ताक्षरित हुआ था।
- संप्रभुता और अहस्तक्षेप: सदस्य देशों ने पुष्टि की कि बिम्सटेक के भीतर सुरक्षा क्षेत्र में सहयोग पूरी तरह से संप्रभु समानता, क्षेत्रीय अखंडता, राजनीतिक स्वतंत्रता और आंतरिक मामलों में अहस्तक्षेप (non-interference) के सिद्धांतों पर आधारित है।
द्विपक्षीय तनावों के कारण सार्क (SAARC) के काफी हद तक निष्क्रिय रहने के साथ, भारत ने कूटनीतिक रूप से बिम्सटेक (BIMSTEC) को अपनी 'पड़ोसी प्रथम' (Neighborhood First) और 'एक्ट ईस्ट' (Act East) नीतियों के प्राथमिक वाहन के रूप में चुना है। 'दिल्ली घोषणापत्र' में "सीमा पार आतंकवाद" को स्पष्ट रूप से शामिल करना नई दिल्ली के लिए एक बड़ी कूटनीतिक उपलब्धि है। इसके अलावा, बंगाल की खाड़ी क्षेत्र को गैर-पारंपरिक समुद्री और भूमि-आधारित सुरक्षा खतरों से सुरक्षित करने के लिए कानूनी सहायता और मनी लॉन्ड्रिंग विरोधी प्रयासों का समन्वय अत्यंत महत्वपूर्ण है।

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) nations came together to solidify their commitment to regional security, prioritizing the eradication of terrorism and transnational organized crimes.
- Zero Tolerance on Terrorism: The member nations strongly condemned terrorism and violent extremism in all its forms, explicitly calling out cross-border terrorism. They reiterated their determination to eliminate these threats in accordance with the UN Charter and international law.
- Action Plans on Transnational Crimes: The declaration mandated the effective implementation of finalized Plans of Action targeting Human Trafficking, Narcotic Drugs, Precursor Chemicals, and Anti-Money Laundering. It also pushed for the rapid finalization of strategies by the Sub-Group on Countering Radicalization.
- Mutual Legal Assistance: A strong call was made to operationalize the BIMSTEC Convention on Mutual Legal Assistance in Criminal Matters, a landmark agreement previously signed at the 5th BIMSTEC Summit in Colombo in March 2022.
- Sovereignty and Non-Interference: Member states reaffirmed that security sector cooperation within BIMSTEC is strictly anchored in the principles of sovereign equality, territorial integrity, political independence, and peaceful co-existence without internal interference.
With SAARC remaining largely dysfunctional due to bilateral frictions, India has strategically pivoted to BIMSTEC as the primary vehicle for its 'Neighborhood First' and 'Act East' policies. The explicit inclusion of "cross-border terrorism" in the Delhi Declaration is a significant diplomatic achievement for New Delhi. Furthermore, coordinating mutual legal assistance and anti-money laundering efforts is critical for securing the Bay of Bengal region against non-traditional maritime and land-based security threats.
