Economy: Govt Clarifies No Charges for P2P UPI Transactions, Notifies New MDR
16 Sep 2026
The Government and NPCI clarified that all Person-to-Person (P2P) UPI transactions will remain completely free. A nominal MDR will apply only to large Person-to-Merchant (P2M) transactions over ₹2,000 to sustain the UPI ecosystem.
The Finance Ministry and the National Payments Corporation of India (NPCI) have introduced a revised Merchant Discount Rate (MDR) framework under the Payment and Settlement Systems Act, 2007, effective from the 15th of next month. The government has explicitly clarified that all Person-to-Person (P2P) UPI transactions will remain completely free of charge.
- Zero Charges for Consumers & Small Merchants: P2P transactions and Person-to-Merchant (P2M) payments up to ₹2,000 are absolutely free. Small merchants receiving up to ₹1 lakh/month via QR codes will continue to enjoy mandatory zero MDR. Overall, ~96% of P2M transactions remain unaffected.
- MDR on Large P2M Transactions: A nominal MDR of 0.4% will apply to P2M transactions above ₹2,000. For high-value transactions (₹75,000 and above), the MDR is capped at ₹300 per transaction.
- Sector-Specific Flat Rates: Payments in sectors like Railways, telecom, insurance, fuel, and agriculture inputs will incur a flat MDR of just ₹5 per transaction for amounts exceeding ₹2,000.
- Consumer Safeguards & Dedicated Fund: Banks and UPI apps are prohibited from levying platform fees or passing MDR charges to customers. Additionally, a dedicated fund comprising 5% of total MDR collections will be created to promote UPI among small merchants.
MDR is not a tax; it is a fee shared among banks and app providers to maintain server infrastructure. By strategically taxing only high-value commercial transactions while keeping retail and small-merchant UPI entirely free, the government ensures the long-term financial sustainability and expansion of India's world-class digital payment ecosystem without burdening the common man.
