Governance & Rural Development: Govt Launches DILRMP 3.0 Guidelines
11 Sep 2026
Union Minister Shivraj Singh Chouhan launched the operational guidelines for DILRMP 3.0 to establish a fully integrated Digital Public Infrastructure for land records with 100% central funding.
Union Minister for Rural Development Shivraj Singh Chouhan formally launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 in New Delhi. The initiative marks a decisive step toward improving the 'Ease of Living' for rural citizens, farmers, and property owners.
- System Integration: Moving away from isolated digitization, DILRMP 3.0 focuses on full system integration to build a unified Digital Public Infrastructure (DPI) for land administration.
- Resolving Legacy Challenges: MoS Dr. Chandra Sekhar Pemmasani highlighted that the new phase prioritizes spatial accuracy, georeferenced maps, and seamless interoperability across various government departments.
- Financial & Implementation Model: The programme will be rolled out across all States and Union Territories with 100 percent central funding under a phased, performance-linked mechanism managed via the Public Financial Management System (PFMS).
- Farmer Centricity: Accurate and accessible documentation will spare citizens from repeated visits to government offices and enable farmers to secure institutional credit easily.
Land in India is deeply tied to emotional, familial, and economic identities. By ensuring spatial accuracy and real-time interoperability, DILRMP 3.0 actively reduces land disputes, formalizes the rural real estate market, and drastically improves the financial inclusion of farmers through frictionless access to formal credit channels.
