राष्ट्रपति द्रौपदी मुर्मू ने 1971 के अधिनियम में संशोधन करने वाले नए विधेयक को अपनी मंजूरी दे दी है। इस कानून के लागू होने से अब राष्ट्रीय गीत 'वंदे मातरम' को भी राष्ट्रगान 'जन गण मन' के समान ही वैधानिक सुरक्षा प्राप्त होगी।

राष्ट्रपति द्रौपदी मुर्मू ने 'राष्ट्रीय गौरव अपमान निवारण (संशोधन) विधेयक, 2026' को आधिकारिक तौर पर अपनी सहमति दे दी है। पिछले महीने संसद द्वारा पारित यह ऐतिहासिक कानून 1971 के मूल अधिनियम में संशोधन करता है। राष्ट्रपति की मंजूरी के बाद अब यह विधेयक पूरी तरह से कानून बन गया है।
🏛️ नए कानून के मुख्य प्रावधान:
- समान वैधानिक सुरक्षा: इस कानून का मुख्य उद्देश्य भारत के राष्ट्रीय गीत 'वंदे मातरम' (Vande Mataram) को राष्ट्रगान 'जन गण मन' (Jana Gana Mana) के बिल्कुल समान कानूनी आधार और वैधानिक सुरक्षा (statutory protection) प्रदान करना है।
- धारा 3 का विस्तार: संशोधित अधिनियम औपचारिक रूप से मूल कानून की 'धारा 3' (Section 3) के तहत मिलने वाले कड़े संरक्षण को 'वंदे मातरम' तक विस्तारित करता है।
- बाधा डालने पर कड़ी सजा: नए कानून के तहत, जानबूझकर 'वंदे मातरम' के गायन को रोकना या इसे गा रही किसी सभा/भीड़ (assembly) को जानबूझकर परेशान करना अब एक दंडनीय अपराध (punishable offence) होगा।

यह कानूनी संशोधन मौलिक कर्तव्यों (अनुच्छेद 51A) की भावना को मजबूत करता है। यह सुनिश्चित करता है कि 'वंदे मातरम'—वह गीत जिसने भारत के स्वतंत्रता संग्राम में जान फूंक दी थी—के सांस्कृतिक और ऐतिहासिक महत्व को अपमान और जानबूझकर पैदा किए जाने वाले व्यवधानों से कानूनी तौर पर सुरक्षित रखा जाए।
